In a small bowl mix the garlic, chilli flakes, 5 spice, chicken stock powder, sugar and salt. Heat the oil and chilli oil together in a saucepan. Once hot pour over the garlic and spice mix. You should hear a nice sizzle. Add the soy, vinegar and sesame oil and mix well.
